Even if it was dangerous, your phone is a receiver, makes no difference to the signal being sent. When your car radio is off, the radio station is still transmitting, right?
And this alert is just another text message - how is one more text going to hurt anyone? And no, it's not millions of texts, it's a text with an address that everyone responds to rather than a text being sent out with just your specific phone number.
Sure, the message is going to be sent out across many, many towers in short time frame, but texts are going out all the time anyhow. No big deal, not at all.
