eta: Forcing players to wrap up (via penalty otherwise) would eliminate a majority of illegal dangerous tackles and targeting.

Rugby style tackling is being taught as the primary tackling style, should be at least, it's just safer. Leaving your feet is appropriate if you are behind the ball carrier, diving to save a touchdown, or other instances, where you leave your feet, wrap and roll.
