According to On3 there are only 23 players currently in the 2024 portal, and most of those declared preseason.
I only see 9 on the list that have declared since the season started, but there are several more I saw on Twitter today that are not on the list yet.

I thought they limited the window that a player could enter the portal to open on Playoff announcement day (Dec 4th). But I guess it's one of those unenforced things.
