If you can find a place near or above 3000ft elevation, it will generally pleasant most of the time if not exactly “cool” around midday in July or August.

You're gonna have to be higher than 4k, probably close to 5, for what you're describing.

We have a place in Western NC just for this reason. Tons of Louisiana ex-pats summer in the mountains (April - Nov) and winter in LA
