Because the girl's family believed that her future looked brighter with a rich baby daddy than an inmate baby daddy. I feel sure they could have seen him charged if they wanted.

Honestly, that makes sense, the crime had already happened. The 13-year-old probably got to go to college, the baby probably grew up, got a good education and is financially set.
