They do fully expect to be bailed out. Sadly, DemocRat cities will ALWAYS be bailed out by everyone else. It's been that way for hundreds of years now.

That is PRECISELY the formula that has propelled the Democrat Party for the past half century at least.
Their entire agenda is built on creating artificial "problems' and then making them into real problems - all the while blaming the evil 'right wing' for what they created.

Now that you said that consider what democrats actually do. Destroy cities, don’t want to add to the labor force in a meaningful way, extract from society, cause strife, abortion, student loan forgiveness, and a myriad of others. Of course they can expect to be bailed out
