You can apply more pressure by filing a freedom of information act request with every politician down there. You can ask for all emails, texts, phone call records, payment records between the boat operators and themselves. You can also do the same with any associated state agency. They have to respond to the request within 3 days. This is federal law passed during the Obama administration. All agencies funded by the tax payers have to comply. You will get a phone call in about 2 and 3/4 days from someone who is very pissed off that he/she is having to deal with it. They hate those things, but they have to comply. Wear their asses out.

You can Google "freedom of information act request" and it will give you a template. Just make it specific to this situation.
