it is surprising that Shell has decided to stick around when the other O&G majors pulled out.

Shell has taken a different route. A lot of there Project managers, asset control, etc are still required to make visits offshore. Doesn't make sense to house all of those guys in Houston, and then fly to New Orleans, to then drive to Houma to fly offshore. Easier to just make everyone live around New Orleans and take the 45 min drive down to Houma to fly offshore.
