Most systems require all students to take the ACT. Most of us had it as an option in HS, so it was mostly college bound kids. Now, even the gangbangers have to show up and take a 1. It is all tied to SPS and funding.
Same thing in BR with AP and dual enrollment. My wife has a class full of kids with sub-1.5 GPAs who are taking AP Government and Politics.
