I would assume that who ever came up with the 74 figure was including the 1 to 2 flu shots every year along with whatever the number of covid shots the government is currently recommended.
Of course, I see a huge difference in shots given to infants which provide immunization which have been successfully used for decades versus something like the flu shots which are generally the best guess at what strain will be going around that year. I'm not suggesting that people not get a flu shot if they want, but it's not like the MMR vaccine.
Best explanation I heard was regarding the pneumonia shot. The pneumonia shot is like getting protection from being hit by a Ford but won't stop a Chevy.
I'm not even going to get into the Covid shot.

Each shot is not the vaccine sometimes. MMR for example is three vaccines in one shot.
Don't forget the 2-3 boosters of the vaccines.
