You're probably ignorant, even mildly retarded, when it comes to basic appliances and how they work. Average ceiling fan requires about 1.5 - 3 amps to run depending on diameter and if it has a light kit. They are already very low energy using devices, asding extra cost via government fiat for moving moderate volumes of air in a residential setting is not going to save anyone an appreciable amount of money. I have two 1970's vintage Hunter ceiling fans that use the same amount of energy that a modern Harbor Breeze cheapo uses, except the Hunters will keep working 40 years from now and thus save more energy over production and waste.
