Mechanic said I have to replace the radiator, condenser fan, radiator hoses, and do evaporator recharge for $1K.

Get the parts from Rock Auto, change those out yourself and save $500 or so bucks.

ETA: None of those parts would let freon out of the evaporator so why recharge it?

I would get a second opinion. If you have a freon leak none of the above addresses that issue. A freon recharge may be a temporary fix.
