The New Mexico Oil & Conservation Department actually already began curtailing disposal, so the recent trend has been the big 3rd party/midstream disposal companies piping produced water from NM wells and facilities across the boarder into Texas.
You are correct, though, that production could be curtailed in the future not because of Federal politics, but because of over injection and pressurization in the Delaware Basin region.

the trend before that was Texas Water being trucked/piped into NM, so i suppose some of it is evening out?
from what I understand, and correct me if I am wrong, there are more SWD permits owned and undeveloped in NM than there are in West Texas. Texas is closer to banning the sale of new SWD permits statewide than NM currently is (but that could change).
So what I was told, the strategy is to build new SWD Facilities in NM and hold the West Texas SWD permits for a premium.
I will be in the PB next week for the PB Produced Water Summit. Hope to get a better understanding of what is going on
