Even if they were “published” if it was in January, it was too late. Parents did not have an opportunity to make a decision on changing schools.

There are a couple of wrestlers in town who are capable of competing at a high level as freshmen and they are now ineligible, punished for their middle school choice.

You also mentioned that the rule was not final. What do you mean?
