If you don't want the seedlings to get leggy (and you don't), the light needs to be an inch above the seedlings. Also, as warm as it has been, the seedlings will be much better off in full sun after germination.

Thank you. The picture was during setup of the lights. I'm starting pepper seeds this weekend.
