The key word is future. Lake Charles has an industry base that pays blue collar plant workers a healthy wage. Refineries and LNG plants also support a fair amount of college educated engineers. I’m not saying that it’s going to be the next great city, but at least its trajectory is stable/slightly up, as opposed to New Orleans.

What are the metrics? If population, the Northshore, but I probably wouldn’t rank them if using a QOL metric with traffic, overcrowding, crime, etc. (as far as promising/improving), although they do have a pretty good lead in those areas, compared to other cities.
