Almost looks like cops right at end of video.

If her car I can’t see how she could have seen something as small of a child walking along road as far back as she was when she pulled over and turned on hazards before stopping car.

That's either not her car or something is not as it seems. Sorry to say it that way, but you don't see a toddler from that far off going 70 through a turn.

ETA: unless she stopped and walked back toward the exit a good ways?

Holy crap. So if that's the video, you don't see any other vehicle stopping or leaving from the time she pulls over to the time the police arrive 3 minutes later

Cars traveling by continuously

No way she saw a toddler the way that stop occurred.
