October is going to be towards the tail end of foliage season, just a heads up. I don’t expect you’d miss it entirely but it will be past peak.
I’ve never done a train foliage tour, but if you rent a car then I would recommend going to Woodstock, VT for a quaint New England town feel in the mountains with good food and beer. If you are willing to travel further north, Stowe is also a great option.

Wouldn’t necessarily say colors will be past peak. Have been to New England handful of times through the middle towards the end of the month. Colors still pop.
Each year is different. All truly depends on summer rainfall and how long the summer temps hang around up there.
