Way back, decades, the private corporation the RNC created party bylaws that allowed winner take all delegate allocation to the primary winner in each state if the state party apparatuses chose to do so.

The purpose of winner take all states were to block up rising candidates within the party. Ron Paul is a perfect example in 2012.

Enter Donald Trump in 2016.

Trump used the party apparatuses of winner take all states that historically selects the billionaires' choice (GWB, McCain, Romney, etc.) against them. He racked up primary wins and secured the nomination.

Now, because Trump leads in the polls the billionaires that hate Trump want to change the delegate allocation rules. They want to change the rules in states that currently have winner take all status to proportional status. CA is a big one with the most delegates of all states.

The theory is that he second place finisher like Ramaswamy can come in with sufficient delegates and get them to flip during the RNC convention and become the nominee.

This is likely will not happen however it does weaken the front runner and forces the front runner to make concessions to the billionaire club going forward.
