Could be a lot of anything. Generally when a mechanical diesel will turn over but won't attempt to start it either doesn't have fuel pressure to the pump or the shutdown valve isn't opening.

First thing I'd do is make sure it actually has fuel in it. Then drain the water separator and crack an injector line to make sure you are getting fuel up to there.
