The burden of proof is on the accusers. I'm guessing if I found this report it would rely on am "anonymous source". I get why they'd want to be anonymous but damn, its a nothing burger until you get actual real verifiable proof.

Yes, and it shows no actual evidence of wrongdoing. Just payments with zero explanation. They should have tried a little harder.
