Apples and oranges. The ACC overlaps geographically with the two most powerful conferences. The ACC has been extremely susceptible to raids from both the B1G and SEC for decades. The reason the ACC has a terrible grant of rights is because they feared further raiding after Maryland left for the B1G. It was a desperation move to hold on a little while longer.

By contrast, the PAC had the first modern super conference in their hands and said "nah, we can't be seen in public with these Oklahoma State and Texas Tech people". And it's been a slow and steady march toward the death of the conference ever since.

Their television model is what's killed them.

Unchanged it would have killed them with the Texas and Oklahoma schools as well.
