It was only going to be used a few years to pay for WWI and it would only effect the top 1%.

If all those fools that voted for this back then could see what it's morphed into now they'd say oh boy, we fricked up.
Just goes to show how smart the Founding Fathers were not to include it. I guess they did just start that big old war over tax to begin with though and realized how it could get out of hand.
