The one that understood that Covid was killing people. That did not think we should lock down. But once states decided they would, that meant giving back tax payer dollars.

A lot of the stay at home orders happened after the CARES Act was signed on March 27.
Minnesota and New Hampshire stay at home orders on March 27.
Alaska, Montana, Rhode Island, Kansas, Maryland, North Carolina, Virginia, Arizona, Nevada, Pennsylvania, Maine, Tennessee, Texas, Oklahoma, Florida, Georgia, Mississippi, Alabama, Missouri and South Carolina after March 27.
I think it's safe to say that most of those states never would have issued those orders without the CARES Act. States that locked down before March 27, likely would have needed to lift their lockdowns without Federal tax dollars.

It funded shutdowns into November, fueled panic, and set the precedent that made the “mail in election” inevitable. (Republicans in Congress argued it was too dangerous for _them_ to vote in person.)
