How are crackheads and gangbangers getting their hands on it? Serious and dumb question. This isn't some "made in the bathtub" drug, like meth (I assume).
My knee-jerk is "let them distribute" and kill off all of the junkies, the dealers included. Self-sabotage.

I think it started with labs in China but read the Mexican cartels are pretty involved now. They probably get it from China.

Something like 95% of fentanyl in the US is manufactured in China and comes across the southern US border from Mexico via illegal immigration.

Same, but the problem is it has already spread to non-junkies. Hell there have been cops who have had near-death experiences just from touching something that had only trace amounts of fentanyl on it (it's that strong). The longer it's allowed to proliferate (ie: without insanely strong penalties), the greater the chances of it being used on non-junkies/addicts or even users.
