I would start cutting back on the bottle. Start with the morning one. Feed her before any milk.

That’s 15-20 ounces of whole milk? Which is fine for age but that’s a lot of calories right there.
If she is growing normally I don’t think you have a problem. All you can do is put decent food in front of her, limit unhealthy snacking and model sitting at the table to eat.
If her weight and growth are all fine, do not give in and let her just roam while eating or eat meals on demand whenever she wants them.. Those are much harder bad eating habits to break than picky eating at 2.
Now if her weight and growth really are a concern - frick man I have no idea that’s a real rock and hard place as a parent.

This is most of your problem right here.
She likes the "bottle feeding" rather than food and she's getting enough to feel satisfied. Switch to mostly water and she'll find some foods she likes more.

Oh, she’s a milk baby. I had one of those. Doc told us to switch to water. That didn’t work either and now she doesn’t like milk.

You realize this is your entire problem, right? That's 1000ish calories for someone who only needs maybe 1200 a day.
She won't eat because you're basically still nursing her.
Cut the milk down to a couple of sippies a day.
