I guess this would depend on who you’re classifying as “hires”??
If you’re referring to his administration in general- ie DOJ, FBI, CIA, SOS, military heads etc, then you also have to acknowledge that most of those appointees have to go through senate confirmation hearings.. with a senate run by nothing but Rhino/uniparty republicans… Trump was well aware of who would and wouldn’t be confirmed in the senate. He was hamstrung by his own party in congress on appointees.. he had very limited options.
