You can look up up interesting takes from recent African immigrants to the US and UK on youtube and elsewhere.
The consensus among them is that the reason African countries fail so badly is due to culture.
What we consider corruption, bribes, and nepotism they consider normal, expected, and required.
One guy described how he was able to open his own business but it quickly failed due to social pressure to give all of his family and friends free shite and the local government gave him a hard time unless palms were greased and favors promised. That's when he decided to emigrate to a Western country.
In Africa, everywhere is like New Orleans, basically. Except in N.O, there are still "powerful" white people pulling strings behind the scenes. They prove it isnt a racial thing because they are just as incompetent, corrupt, and arrogant as the failed African leaders.

Is it wrong for a foreign power to maintain a small, centralized group controlling an indigineous population that does not want them there? Absolutely.

Is it also accurate to say that, based on centuries of specific cultural evolution, the British and Dutch are far better at creating a productive, successful society? Also true.

This is the summary in effectively 2 sentences.

It took Western Civilization thousands of years to evolve into a productive and “somewhat” civilized society. Trying to force that on people who haven’t gone through the same process will not work unless you do it through force. Remove the force and they will regress.
