I guess the question comes in whether or not the per diem is enough to cover the costs of in-flight foods. If you are expected to fly for extended trips (referenced 12-hour flights), you will need to eat something on flight. And if you are not allowed to brown bag it, you are forced to eat and pay for whatever is served.

Per diem rates for DC is 80 bucks a day.

The article in politico says somewhere around 50 dollars a day. That leaves 30 dollars of free cash left over if you ate all three meals on the plane. I guess they would be burning that up with wine and beer.
