It’s 2 different points but it is consistent.
1 point is that just because something is illegal it’s not necessarily wrong.
The other point is that not all crimes are the same. In fact some crimes are illegal but not morally wrong.

the fact is she did something she knew was against the law in that country thinking it wasn't going to be enforced. she and others were shocked when the law was enforced.
other countries aren't like the US in many ways. she learned that lesson the hard and stupid way.
