State police in Louisiana and Mississippi use a passive radar that only activates for a brief second, if its on you, your caught! In rural areas where there should not be any false alerts you will pick up a occasional "beep" that is the radar being used down the road.

This is called "instant-on." Almost all states use them, as it is not exclusive to just Louisiana and Mississippi. These have been in use for many years. Nothing new here.
The better detectors can sense these out, providing you have a lead car "bogey" ahead of you.
