What does that matter? I'm sure the pros don't feel that great wearing pants in the tournaments that are 90+ degrees. It's something LIV does, of course it doesn't feel right to you. If the PGA allowed it, probably half or more of the guys would start wearing shorts. They already do in the practice rounds and pro-ams. The Asain Tour just allowed it, the DP Tour allowed it recently for a tournament where it was hot. The LPGA lets them wear shorts' and skirts as short as they want (which I fully support). But they aren't allowed to on the PGA because... ummm... leg hairs maybe? They'll come around and be the last to do it though, I don't doubt that.
