One of the experts described it this way. There are those that are fed up with the state of the city and the crime, etc. Those people want to see change happen. They will sign.

Then there are those who are fed up with the state of the city and the crime, etc. But are apathetic to the situation, and feel nothing will ever change so why try. They won't sign, despite wanting things to be different.
