The leaders see them as that. The unmarried men may disagree.

Part of why unmarried men can be so dangerous is that not having to be responsible for a family means you aren’t necessarily subject to pressures to make you conform. A lot of the problems in Saudi Arabia and elsewhere deal with this among the lower classes.
