In many ways yes, but if you look closer you begin to realize this isn't nearly as true as the CCP wants you to think and there's a lot of history behind why that's the case.

Even if they were totally homogeneous there are tons of people in China who do not like govt dictating how they must live their lives. That's why so many immigrate to more open nations.
Japan is extremely homogeneous but their people are not anxious to get out because they enjoy much more freedom in Japan than the Chinese do in China.
