I am sure that most of the waste/corruption happens just because it is a FEATURE of those who designed it - so they will ALWAYS have a ready-made campaign slogan = "they want to take away your health care!!!!!"
the "they" is always whoever is opposed to the latest DEMCORAT spend-thrift scheme.
