Of course it is.

This way the admin can brag about all of this "new growth" and it's just a bunch of fricking solar panels made from overseas components but "assembled in the USA".

It's smoke and mirrors and if it weren't for the subsidies and forcing utilities to buy the solar power it wouldn't even be a viable industry.

Keep in mind these same utilities have to keep the infrastructure (coal, nuclear, NG, etc.) operable and online for a cloudy day and when the sun isn't out at night.
