The military doesn't work the same way as law enforcement.
Pretty sure commanders in theater have a bit of autonomy to complete the mission. Been like that since WWII.
The Pentagon has always been full of DC empty suits. This is nothing new. I served under Clinton and Bush, we managed.

Wel our law enforcement are dealing with US Citizens not enemy combatants.
Pretty big distinction for most people.
