It's my understanding that 13.5" will never pass. Too many bait shops with live shrimp depend on the recreational fisherman that will come down for a weekend trip that are not searching out big trout.

1 fish over 19" will also not work. Live croakers are bait shops money makers and that will essentially shut that business down.

I'm just an out of state person with no clue about what should be done.

But making conservation decisions to manage a resource based on bait shops? That sounds backwards as he'll.
