Not everyone negotiates the same. Actually most just take the offer. I know of a position where one girl negotiated and the other took the offer. Nearly a 20% difference in starting pay. That 20% is going to grow since raises are done on a percentage basis. Someone new that negotiated could be making more than someone experienced without any negotiating skills.
Unfortunately the best ways to get a raise are to get promoted or to leave. Often it is easier to just leave.
