There is no significant contingent of “conservatives” that says the building of highways is not in the government’s purview.
Not many people would claim it makes sense to build a long paved road at public expense for a couple of homes.
And the insurance comment is puzzling to me. In general, I would guess that most conservatives think the insurance industry is over-regulated.
