No, they don't need any scheme to stop his run in 24. All they have to do is have someone like Schumer come in for a visit and say 'It's time for you to retire and let someone younger take over.'
Biden will say 'O.K.' He doesn't spend all of his time in Delaware because he loves his job in the WH. He hasn't accumulated all of that money from China do just die in office and leave it to Dr. Jill.

I agree but they do need a scheme to provide cover for reps/senators/governors NOT to endorse him.
