No one is saying assume anything. They're saying Cincinnati was dealt a raw deal.

Bengals are clearly the better team though.

The op was asking why the neutral field.

The only difference for Cincinnati was playing yesterday on the road instead of at home and I guess they play Miami instead of Baltimore in the first round.
