More than likely, the cops knew it would get kicked out by the soft DA.
This is the problem with soft prosecutions, the cops simply see enforcing laws being softly (or not at all) prosecuted as a waste of their time (and I can't blame them). Unlike 40-50 years ago, they are under too much scrutiny to handle these issues "outside of normal channels".
So animals like these kids get to run wild.

After I posted this, he was on with Maria Bartiromo and mentioned that's pretty much what the cops told him.
The only people who this should be a shock to are the overly-empathetic idiots who think the only way to deal with shite-bags like those kids is with hugs and "it's-not-your-fault"s.
