An even easier way to look at it might be this:
In most areas of the country, there are ~3 law enforcement people out of every 1000 people. If 1% of the population decides the government must go, that's 10 out of 1000, or 3x as many law enforcement.

Bottom line is that if just 1% of the population decides that it's go-time, the government is done in pretty much every location in the nation, except DC, where security will be massively concentrated. But they can't run the country if they only hold DC.

The problem is that everything will be disrupted. Internet, fuel, food, medicine - everything will be jacked up. There will be anarchy as people scramble to survive. We will all suffer greatly. We should really, really, try to make sure things don't go that route.
