The biggest thing that needs to be fixed are the signing windows. Transfers should only be allowed over the summer. Also they can get rid of the early singing period in December. Go back to the one big one in the spring.

All transfers sit out a year period. Keep it simple and stop the free agency. Some of these guys transfer 3 & 4 times, it's out of hand.

I can definitely agree with this. Players shouldn't be allowed to transfer before their season is even over(bowl game). Have the transfer portal open after the conclusion of the spring semester. This means players won't be allowed on the new campus until the summer. I suspect this will make coaches slightly less pushy on building their entire team with transfers, as anyone coming in will only have a month or so to learn the plays, etc.
