I am not familiar with this across-state-lines things on vehicles, but that seems crazy to me.

Just for conversation sake.

If a WA state (sales tax state) resident buys a car in Oregon (no sales tax) the dealer you are dealing with will make you pay the WA state sales tax. Cash or not.

If an Oregon resident goes to WA state you won't pay sales tax but you'll have to provide more than an Oregon driver's license because there are plenty of people who know how to work the system. Don't ask how I know.

If a WA resident buys from a private party in Oregon no extra $ is paid for sales tax. You'll do that when you register your vehicle in WA.
