Ok it's been a few days and it the leaves are green again and the color is coming back in the stalk. Maybe I burned it 
I never had a problem with vine borers and I've spoken with many long time farms and gardeners in my area and neither have they, so I'd say "We don't have that problem round here". Knock on wood....
