Is this unit a heat pump or electric heat strips or natural gas? What are we dealing with here?

To expound upon this, many systems are heat pumps as primary with electric back up when it gets colder. Heat pumps use the outside unit to create heat and the electric heat strips are just like an electric heater as a back up.

If its a new system its possible the thermostat wasn't programmed properly or that you need to go to "emergency heat" to use the heat strips when it gets too cold for the heat pump.
