Ok, give us a valid reason this was snuck into a Rick Scott authored bill, by a fellow republican. You think this caveat was some sort of bargaining chip for bipartisan support or what?

It was part of the National Defense Authorization Act
Passed the senate 83-11 and the House 350-80
